Since the UNESCO-Report 'Our Creative Diversity' 1995 the subject culture and development is incorporated in the debates and concepts of foreign cultural and education policy’s (AKBP) political decision-makers as well as in the development policy and it encroaches in the practice of development cooperation (EZ) and cultural activities.
