The Federal Foreign Office charged with Foreign Cultural Policy and further governmental departments working in the fields of cultural, informational and scientific international relations as well as in the field of development policy have delegated part of their authority concerning activities of implementation and transnational cooperation in these fields to legally independent institutions, so called intermediary organisations.

Adjustment, coordination and cooperation management based on the division of task areas are coordinated by the "Association for International Cooperation" (VIZ).
