A. General and vocational education and youth
By the Treaty on the European Union a new section in chapter VIII of the Treaty on the European Community was included, concerning general and vocational education (articles 126 and 127 TEC). This section explicitly declares subsidiary responsibility of the European Community to its Member States a general principle in the field of educational policy.

 

B. Culture
By Chapter IX "Culture" a new art. 128 was included in the Treaty on the European Community. This article for the first time established a constitutional basis for enhancing cultural cooperation between the EU-Member States on an European level as well as transnational cultural cooperation between the EU and Third Countries.
