Nachdem der Begriff Geopolitik in Deutschland lange diskreditiert war, wird er seit einigen Jahren von einer 'kritischen' Geopolitik wieder aufgenommen. Diese fragt nach den Interessen hinter den politisch-ökonomischen Raumkonstrukten der 'klassischen' Geopolitik und untersucht die Verfahren, mit denen diese Interessen verfolgt werden. Dazu gehört auch der Rückbezug auf kulturelle Faktoren. In Form von 'soft power' und anderen Verfahren auswärtiger Kulturpolitik wird dieser Bezug zu einem Instrument politischen Handelns. Im WIKA-Workshop soll nicht nur der Umgang mit kulturellen Faktoren in der 'klassischen' Geopolitik etwa der USA und Chinas behandelt werden. Vielmehr soll auch gefragt werden, wie die Europäer und ihre Partner kulturelle Faktoren zur Konstituierung von politischen Handlungsräumen einsetzen können und wie ein nichtobjektivistisches, partnerschaftliches Konzept von Geopolitik zu entwickeln wäre. Dieses sollte nicht auf 'Einflusszonen' zielen, sondern auf Aufwertung und Stärkung eventuell bereits vorhandener funktionaler Strukturen.
